What is SMC?

The SMC came into being as a result of the education reforms, which were initiated in Ghana in 1987. 

The SMC is the governing council of all basic schools in the community. 


Membership of the SMC


1. The District Director of Education or the representative, as an ex-officio member. 

2. the headteacher of the school(s).

3. one member appointed by the PTA.

4. one member appointed by the district assembly.

5. one member appointed by the town/village/unit committee.

6. a representative of the chiefs.

7. two members appointed by the teaching staff (one each from the primary and JHS)

8. one representative of the old students association.

9. a representative of any identifiable group in the community.


The term ex-officio means that his/her membership on the committee is by virtue his/her position. He/she takes active part in all discussions but does not vote to influence decisions at meetings. 



Functions of the SMC 

1. controlling the general policy of the school. 

2. presenting periodic reports to the director general of education through the district director of education.

3. ensuring that the premises of the schools are kept in a sanitary and structurally safe conditions and generally in a good state of repair.

4. submitting reports to the district assembly through the Assembly Member.

5. referring dismissal or suspension cases to the district director of education for action.

6. develop a yearly education action plan for the improvement of teaching and learning in the schools. 

7. vet and approve all expenditures on the projects of the school.

Consistent with its regulatory mandate to ensure effective and efficient running of tertiary education institutions in Ghana and in the absence of functioning Governing Councils of the Colleges of Education, the Ghana Tertiary Education Commission (GTEC), in consultation with the Ministry of Education, invites applications from suitably qualified persons for the POSITION OF COLLEGE PRINCIPAL for each of the underlisted public Colleges of Education:


1.    St. Louis College of Education, Kumasi, Ashanti Region
2.    Mampong Technical College of Education, Mampong - Ashanti, Ashanti Region

Key Responsibilities:
•    Provide strategic leadership and direction for the College.
•    Oversee academic, administrative, and financial operations.
•    Contribute to the development and implementation of quality teaching and learning programs.
•    Foster strong relationships with stakeholders, including faculty, students, and the community.
•    Exhibit a high sense of industry, leadership qualities and organizational skills and be above reproach.
•    Attract grants and funds for Research and Development activities for the College.
•    Uphold the College's reputation and standards of excellence in education.

Qualification and Experience:
The candidate must:
•    Be a distinguished Scholar and a master teacher
•    Have a Doctor of Philosophy (Ph.D.) or equivalent qualification in the relevant area of specialization.
•    Be of a rank NOT below Associate Professor in a College of Education or in a university or any analogous institution.
•    At least 10 years of progressive experience in teaching and/or research, including at least 5 years in a senior management or leadership role.
•    Have proven leadership skills and be a team player.
•    Have the ability to provide confidence as well as direct and motivate staff.
•    Possess excellent communication and inter-personal skills, capacity to manage and control crisis situations.
•    Be able to give sound and impartial judgement.
•    Must have proven ability to lead a team and manage resources effectively.
•    Must possess strong interpersonal and communication skills.
•    Must have in-depth knowledge of the educational landscape and the vision of Ghana’s educational goals.

Terms of Appointment:
•    Must not be more than 55 years at the time of application.
•    Salaries and conditions of service are attractive and comparable to similar positions in Ghana.
•    The appointment shall be for an initial period of four (4) years and may be renewed for another term only.

To achieve the object of the Council, the Council shall

(a) Advise the Minister:
i. on matters relating to the professional standing and status of teachers; and
ii. on the education, development and employment of teachers;

(b) conduct examination for the licensing of persons who successfully complete teacher education programmes;

(c) issue license to persons who pass the examination conducted by the Council in accordance with paragraph (b);

(d) register teachers who satisfy the conditions for the issue of the appropriate license;

(e) keep and maintain a register of duly qualified teachers;

(f) develop code of ethics and professional practice for the teaching profession;

(g) accredit, in collaboration with relevant agencies, institutions offering teacher education and development programmes;

(h) subject to the approval by the Board, issue temporary certification to persons who without the requisite teacher education, desire to teach;

(i) revoke the license of or suspend a teacher after a case of professional misconduct is established and disciplinary procedures concluded;

(j) restore the license of a suspended teacher who has served the suspension and has been recommended for reinstatement;

(k) develop and promote continuing professional education in the teaching profession;

(l) establish standards for teacher education;

(m) exercise disciplinary powers over teachers

(n) suspend the license of a teacher undergoing disciplinary proceedings;

(o) provide a framework for the development of teacher education curriculum; and

(p) perform any other function incidental to the object of the Council

NTC Organizes Mandatory Training For Newly Qualified Teachers - Aminuwrites PLC

Mandatory Induction training for New Qualified teachers undergoing National Service 


As part of integrating the Newly Qualified Teachers (NQTs) into the profession, the National Teaching Council is organisaing an  induction training for all NQTs


The training will equip the NQTs with what is expected of them during their National Service and recruitment as in-service teachers.

Attached are the scheduled dates and centres for the induction training.
